Shifting sands: On the Pakistan, Saudi Arabia, Türkiye Joint Defence Agreement
The defense pact, formalized by Pakistan, Saudi Arabia, and Türkiye in Mecca on August 7, signals their shared strategic concerns and the evolving security landscape across West Asia. These three nations have committed to strengthening their mutual defense and deterrence capabilities, vowing to consider an armed assault on any one member as an attack on all. Superficially, this appears to be a formidable coalition. Pakistan possesses nuclear weapons and a powerful military; Saudi Arabia, a leading global oil exporter, commands substantial financial resources and significant influence throughout the Muslim world; and Türkiye is developing an advanced military industrial base, notably in drone technology. It is no mere chance that this accord was announced amidst the ongoing conflict with Iran and Israel's continued aerial campaigns in the area. Confronted with a potential reduction in America's strategic presence in West Asia, regional powers have started exploring new alliances beyond the traditional U.S. security framework. In September 2025, just weeks after Israel's bombardment of Qatar, Pakistan and Saudi Arabia had already declared a bilateral defense arrangement. The conflict involving Iran, which saw Tehran respond by striking U.S. installations across the Persian Gulf, alongside Israel's regional hostilities, has further exacerbated the security anxieties of both Saudi Arabia and Türkiye. Consequently, they have now chosen to move past their often strained relationship and forge a trilateral structure with Pakistan, a nation that engaged in a brief air conflict with India in May 2025.
This accord highlights the increasing desire among regional powers for formalized security arrangements. Türkiye, which has long aimed for a more prominent role in West Asia, stands to gain expanded strategic influence. Pakistan, conventionally a South Asian power often overshadowed by India, is also seeking to broaden its involvement as a security provider and mediator in West Asia. While this alliance could enable the three nations to deepen their defense collaboration and military interoperability, it remains uncertain whether it will effectively address their security challenges. Collective security alliances, such as NATO and the CSTO, are typically established to create a deterrent against conflicts. A significant vulnerability of the Mecca Agreement, however, is its formation amid ongoing hostilities. Over the preceding five months, Saudi Arabia has endured repeated missile and drone assaults from Iran. This collective security commitment is unlikely to prevent Iran from targeting U.S. facilities in Saudi Arabia if the conflict, currently paused, intensifies again. Therefore, existing conflicts render the promise of collective defense largely symbolic from its inception. Ultimately, the credibility of the Mecca Agreement will hinge on the partners' ability to transform their political pledge into a tangible deterrent, a capability that is currently absent.
